L’AVE, opérateur et révélateur des dynamiques institutionnelles et territoriales en Espagne

This paper discusses the effects of high speed rail networks deployment on the dynamics of political and territorial organization in Spain. It aims to analyse the interactions between the development of high speed rail and the interplay of institutional relations at three levels: state, autonomous communities and cities (at a metropolitan level). The high-speed network was developed according to a radial scheme that was supposed to connect Madrid with the provincial capitals. This configuration involves a nervous bilateral relationship between the government and the regional and local authorities. The "Mediterranean corridor" project enters the Spanish high speed in an axial pattern, along the coast. The expectations created by the arrival of the AVE in Mediterranean cities lead political actors to increase horizontal partnerships with neighbour jurisdictions and alliances with different institutional levels. In this "Nation of nations", the AVE is operating new politician alliances, creating new geopolitical "visions" and changing institutional practices. Therefore the AVE is a technological fetish and an instrument of city marketing. But it is also the developing tool of decisive shifts of major institutional and operational frameworks of territorial government.
Cette communication examine les effets du réseau ferroviaire à grande vitesse sur les dynamiques de l’organisation politique et territorial espagnole. Elle a pour but d’analyse les interactions entre le développement de la grande vitesse ferroviaire et les jeux d’acteurs à trois échelons : l’État, les Communautés autonomes et les villes (à une échelle métropolitaine). Le réseau à grande vitesse a été développé selon un schéma radial qui devait connecter Madrid aux capitales de province, entraînant une relation bilatérale entre le gouvernement et les autorités régionales. Le projet de « corridor méditerranéen » fait entrer la grande vitesse espagnole dans un schéma axial le long de la côte. Les attentes créées par l’arrivée de l’AVE dans les villes méditerranéennes conduisent les acteurs politiques à renforcer leurs relations horizontales avec les juridictions voisines et avec les différents niveaux institutionnels. Dans cette « Nation de nations », l’AVE opère de nouvelles alliances politiques, créant de nouvelles « visions » et changeant les pratiques institutionnelles. C’est pourquoi l’AVE peut être considéré comme un fétiche technologique et un instrument de marketing urbain. Mais il est aussi un outil de développement pour des mutations décisives des cadres institutionnels et opérationnels du gouvernement territorial.
