A new local fiscal instrument for the management of urban rainwater [Un nouvel instrument de fiscalité locale pour la gestion des eaux pluviales urbaines]
Abstract
To address the challenge of financing the public stormwater management, municipalities or their groupings have the opportunity to establish a new tax based on the size of land and roads. It is a flexible financial instrument for municipalities to provide resources exclusively dedicated. It also aims to encourage source control of soil sealing and stormwater discharge thanks to tax discounts. While few communities have already established this tax, a number are considering whether to do so, seeing this as an opportunity to question the local stormwater management, its organization and funding.
