Incertitudes, rigueur et arbitraire dans la planification spatiale des grandes régions urbaines. Deux études de cas.
Abstract
Regional spatial planning has been in crisis for fifteen years. Its necessary re-emergence depends on taking account of uncertainties, particularly those relating to the future and the articulation of powers: moving from a forecasting approach to a decision-making approach, overhauling legal frameworks in a spirit of subsidiarity, articulating the multiple logics (demiurgic, political, technical, etc.) involved in defining planning choices. It will evolve towards a growing politicisation, with the weight of demiurgy and values continuing to be pronounced. Two case studies (Beirut and Ile-de-France) support the theoretical analysis.
La planification spatiale régionale est en crise depuis quinze ans. Sa réémergence, nécessaire, est conditionnée par une prise en compte des incertitudes, notamment celles touchant a l'avenir et a l'articulation des pouvoirs : passage d'une démarche prévisionniste à une démarche décisionnelle, refonte des cadres juridiques dans un esprit de subsidiarité, articulation des multiples logiques (démiurgique, politique, technique, etc.) concourant à la définition des choix d'aménagement. Elle évoluera vers une politisation croissante, avec un poids toujours marqué de la démiurgie et des valeurs. Deux études de cas (Beyrouth et Ile-de-France) appuient l'analyse théorique.
